Ukrainian authorities have raised concerns over the possible existence of a large-scale bilateral agreement between the United States and Russia, one that could carry significant economic and geopolitical consequences for Ukraine. President Volodymyr Zelensky stated that information gathered by Ukraine’s intelligence services points to advanced discussions between Moscow and Washington, with a potential deal valued at up to twelve trillion US dollars.

The sheer scale of the reported package has triggered serious alarm in Kyiv. Zelensky warned that such an agreement could allow Russia to exert influence over the US administration in ways that may undermine Ukraine’s interests, particularly at a time when diplomatic and military pressures remain high. According to the Ukrainian president, the initiative appears to be structured as a broad economic cooperation package.

He referred to it as the “Dmitriev package,” a name linked to Russian negotiator Kirill Dmitriev, who is believed to be a key figure behind the proposal. Ukrainian intelligence reportedly indicates that Dmitriev presented the offer during a recent visit to Washington, where he may have held meetings with political and economic stakeholders. Speaking to journalists in Kyiv on February 6, Zelensky said Ukraine has observed signals suggesting that similar bilateral documents between the United States and Russia could be signed in the near future.

He added that some of the potential provisions within these agreements may relate directly or indirectly to Ukraine, raising fears that decisions affecting the country could be made without its involvement. While neither Washington nor Moscow has publicly confirmed the existence of such negotiations, the possibility alone has heightened concern within Ukraine’s leadership, which remains wary of closed-door diplomacy.

Zelensky emphasized that any international arrangements involving Ukraine’s future must include direct Ukrainian participation. He cautioned against agreements that shape regional outcomes while excluding those most affected.

For now, the so-called “Dmitriev package” remains unverified and rooted in intelligence assessments rather than public documentation. Still, Zelensky’s remarks underscore the persistent mistrust and tension defining relations among Ukraine, Russia, and the United States.
