Iranian Foreign Minister Abbas Araghchi has sent a letter to UN Secretary-General António Guterres, members of the UN Security Council (UNSC), and the EU’s High Representative for Foreign Affairs, Kaja Kallas, outlining the arguments against the possibility of reimposing UN Security Council sanctions on the Islamic Republic, according to reports by TASS. “I outlined why the ‘E3’ (Germany, France, and the United Kingdom) have no legal, political, or moral grounds to activate the JCPOA mechanisms or invoke UN Security Council Resolution 2231 (2015),”

Araghchi wrote on X. He stated that, in Iran’s view, the E3 countries abandoned the core principles of the JCPOA and failed to meet their obligations when they supported Israeli and U.S. attacks on nuclear facilities within Iranian territory. Therefore, according to Araghchi, the European states have relinquished their role in the JCPOA and rendered “any attempt to restore the validity of the suspended Security Council resolutions invalid.”

The Iranian foreign minister emphasized that the E3 “cannot and should not be allowed to undermine the authority of the UN Security Council by abusing a resolution whose provisions they themselves do not uphold.” In his opinion, the three European countries should stick to the position they expressed back in August 2020, which called for abstaining “from any action that would only deepen divisions within the Security Council.

” Earlier, the Tasnim news agency, citing sources, reported that Iran had agreed with France, Germany, and the United Kingdom to resume negotiations on the Islamic Republic’s nuclear program. Prior to that, Axios reported that the United States, Britain, Germany, and France had agreed to set the end of August 2025 as the deadline to conclude a nuclear deal with Iran. Otherwise, the E3 plans to trigger a “snapback mechanism,” which would reinstate the UN Security Council sanctions on Tehran that were lifted under the 2015 agreement.
