Ukrainian President Volodymyr Zelensky has arrived in Turkey for talks aimed at reactivating diplomatic efforts to end the war in Ukraine. According to Ukrainian sources, U.S. special envoy Steve Witkoff is also involved in the latest attempts. An internal source said that several U.S. proposals for ending the war have already been “signaled,” and that Washington has discussed these matters directly with Russia.

Zelensky’s main objective during his visit to Turkey is to ensure stronger U.S. engagement in seeking a negotiated solution. “All planned meetings will proceed as scheduled and in a factual environment,” emphasized presidential chief of staff Andriy Yermak, noting the strategic importance of U.S. involvement. Zelensky is expected to meet with Turkish President Recep Tayyip Erdogan, although Russian representatives will not participate in the talks.

According to additional information, the United States is working on a new peace plan consisting of 28 points, including security guarantees and the future framework of U.S.–Russia relations. Witkoff reportedly discussed the draft earlier this week in Miami with Ukrainian security adviser Rustem Umerov, and a U.S. insider claimed that Washington has already informed European partners. However, there has been no official confirmation from the U.S. President’s Office.

The Kremlin, however, dismissed the reports. Presidential spokesperson Dmitry Peskov stated there were “no updates” to share and downplayed the significance of the “Axios” report. Aside from the summit held in Alaska in August between U.S. President Donald Trump and Russian leader Vladimir Putin, Peskov said no new developments have occurred.

Putin had already outlined his fundamental conditions for peace in June 2024, including the demand that Kyiv abandon its plans to join NATO — a condition Ukraine firmly rejects. In this context, Zelensky’s visit to Turkey appears aimed at opening an alternative channel to break the diplomatic deadlock and avoid further stagnation in the conflict.
